The bill number 512729-8 was submitted to Parliament by the government in December 2023.
Deputy Minister of State Finance Alexey Sazanov said at the committee meeting that the reason for the creation of the bill was the labeling requirements for tobacco and nicotine-containing products starting from March 1, 2024 There will be changes. "We will abandon the use of paper labels and switch to digital labels for labeling," he said.
This bill sets out the procedures for collecting excise taxes and determines the order in which excise taxes will be administered following the move to digital labels. “The term ‘Computationally Controlled Special Marking’ was introduced, which is essentially a barcode that will be affixed to the packaging.
"Certain requirements for control are being clarified - the tax base cannot be less than the corresponding production volume recorded in the national information system - whether it is tobacco or nicotine-containing products," he noted.
Lawmakers have expressed concerns about how digital labels on tobacco products appear. The deputy finance minister assured: “The physical excise tax label will be replaced by a barcode, just like on the packaging of medicines and dairy products, and there will be an identification and counting mark.”
